This PR adds Unreal support for the UrlTemplateRasterOverlay added in CesiumGS/cesium-native#1055. You can test it by setting MaximumLevel to
19and using the URLhttps://tile.openstreetmap.org/{z}/{x}/{reverseY}.png.
