Sometimes the new pane split horizontally how to make the first split fix at "vertically" then follow the fibonacci form?

As the title. Cant change "Newpane" to "Newpane right". The fibonacci form will lose.

HI I follow the step in the url you paste. And make my layout file :

}

So the first tab should contain 2 horizontal panes.
And the second tab contains 3 verticals.
But it is not work for me.
