Clear and concise description of the problem

通过api操作config.sh文件时，因网络、并发写入时导致配置文件被清空或错乱

Suggested solution

拆分config.sh成config.sh、sys.sh两个文件 config.sh是保持现有的第三方程序可以正常写入配置 sys.sh则配置系统本身运行参数和更改不频繁参数
