Ensure storage endpoints are defined as storage endpoints

A number of specifications need updating:

• localStorage / sessionStorage - Refactor Web storage html#5560
• Indexed DB - Define Indexed DB as a storage endpoint, use hooks w3c/IndexedDB#334
• Service Workers
• Cache API
• WebRTC's deviceId Use new Storage endpoint model for deviceId w3c/mediacapture-main#675 (this probably should have its own identifier, but should it also be exposed given how small it is?)

Clear-Site-Data talks about

• AppCache (hopefully gone this year)
• WebSQL (non-standard)
• File System (non-standard)
• Plugin data (hopefully gone this year?!)

(In some discussions shared workers and BroadcastChannel are lumped into this set, but technically their lifetime is shorter.)

An initial shot at IndexedDB - note that Bikeshed hasn't picked up the terms yet so the linking will fail.

Checking back in on this issue... of the APIs "Clear-Site-Data talks about"

• File System is now standardized 🎉 I just put up Add "fileSystem" as a registered storage endpoint #163 to add it to the table
• Web SQL is being deprecated
• AppCache is has now unshipped everywhere
• Plugin data is deprecated and I believe has now unshipped everywhere?

Are there other APIs we're missing?
