Maybe it would make sense to keep a history section, documenting which group was responsible for this when.

That could be fun. Do you happen to know what the groups (and their dates) are? If not that might have to be a separate issue.

loosely, it started under the W3C's HTML working group where Steve Faulkner created it. Then it became the web apps working group. Now it's under the ARIA working group.

dates could be found by spelunking the commit log. i can do that at some point if @ZoeBijl doesn't want to do it (which would be reasonable - because of mentioned spelunking)
