I'm not sure if I'm miss understanding the term Decentralized Web, but I feel this is a great place to make the Handshake.org a standard.
For those who are not familiar with this github project, it aims to replace the DNS root zone with a decentralized blockchain database. The protocol is backward compatible and allows everyone to buy/sell a top level domain with security and it seems to me like a great improvement to the existing DNS model.

It does seem like handshake.org would be a proposal that would benefit from the work of this proposed group. As an interest group it would not develop standards. You may wish to create a community group to get that work underway for Handshake.org, or if a W3C member a workgroup to advance a recommendation?
