Brew does not cleanup /opt/homebrew/lib/

Description of issue

It seems like brew does not clean /opt/homebrew/lib/

In my case it seems to keep gems, node modules and old python versions when they are removed from brew.

Did you run brew cleanup to try and resolve this?

I tried brew cleanup --prune. I don't think brew cleanup /opt/homebrew/lib/ at all.
