Create a doc for signing and verifying images in Harbor

Harbor registry v2.9 has supported storing and showing Notary Project signature in its official doc. https://goharbor.io/docs/main/working-with-projects/working-with-images/sign-images/

I think it would be good to have a comprehensive doc to elaborate on the signing and verification process with Notation and Harbor. It tell users how to install notation and set up key and certificate to sign images in Harbor and verify it with Notation.
