Cannot register an account with an email that was used to register one previously

There is a limitation of the auth protocol we are using which doesn't allow a person to re-use an old email address with a different account. There is a good discussion about this at #9517 and a dupe of the bug I'm filing now at #518 .

I'm filing this here so we have a public place to point people because this comes up regularly.

It has left me in a situation where I can't access the add-ons I've previously published on addons.mozilla.org.
