Does this issue occur when all extensions are disabled?: Yes

VS Code Version: 1.95.3
OS Version: Linux x64 6.8.0-48-generic

Steps to Reproduce:

Use "Help - Report Issue".
Issue Reporter prompts.

Problems:

It does not allow user to copy collected information.
It forces user to fill in title/steps before "Preview on Github" is enabled.
Issue Reporter is unhelpful for writing a bug report, and it does not generate an issue that matches vscode or extension issue template.

Expected Behavior:

Collected information can be copied.
"Preview on Github" can create a blank issue with correct template.
