Open terminal in new window

I would like a way to open a terminal in a new window, rather than in a docked panel, when pressing Ctrl+~ (or whatever shortcut is configured for it).

I have a situation where I can't use an external terminal because of company policies and a shortcut for this would save me about 7 seconds multiple times a day: https://superuser.com/a/1822350
