MutationObserver will be triggered by ContentModel frequently

Describe the bug
MutationObserver is frequently triggered by Dom created/removed during Content Model conversion, and actually these Dom changes don't happen actually, they're just refreshed by Content Model. But our callback in the observer will be executed and also cause performance issue. We'd like to have an api to listen to the real content model change
