How to provide a custom quality

I'm aware that this package is currently unmaintained, but maybe another user can answer my question as well:
I'm looking into a way to provide a user defined quality as it's possible with go-iiif. I already asked at over at the Cantaloupe Project - there are also some of my use cases listed.

The reason I'm not using go-iiif is, that i'm much more fluent using Python or Java than using Golang.
