Enforce enum naming rules (PascalCase)

We should enforce naming rule to be PascalCase for both enum name and enum member name like this.

This should be merged with current interface rule for I prefix.

There is StrictPascalCase, we should use that

I added this setting to PDVault project and @adrianbicanic and I started getting this error:

Solution was to specify parserOptions.project setting https://github.com/typescript-eslint/typescript-eslint/blob/master/packages/parser/README.md#parseroptionsproject
It's related to project tsconfig.json include setting.
I will inform ESLint TS parser on which files to apply TS rules.

PDVault tsconfig.json include setting:

We have it set to 2018 which is default value here. I think we can remove this setting.

parserOptions.sourceType

I can't find docs for this prop. Is it maybe deprecated?
