Speed Multipler Wrong on Local Files

I drag and dropped a .mp4 file into my Chrome and tried to use the mulitplier but it was going from 1x to 2x to 3x, etc., when I had it set to 0.4x increase per key press.

I reopened chrome and now it's 0.8x increase.

The decrease multiplier is also wrong. It's decreasing 0,2x
