Cant Install Detecron 2 properly on Kaggle Notebooks.

Hi All,

I am trying to install `detectron2 on Kaggle notbook but having trouble some dependencies. Please check code below.

Looking at some earlier notebooks (3 years old) on Kaggle this does not seem have been an issue. However, this problem does not occur in Google Colab. This code could be reproduced by simply running the initial code on a Kaggle notebooks. Which is free to create and use.
