docs: Add page to highlight new Portal features

We want to bring more visibility to new Portal features, and one way of doing this is to add a page to the docsite that highlights new features and can be referenced in the Portal site. How this page is referenced will be feature dependent. For example, some new features may have tooltips that link to this page.

For now, we want to add a page that captures some of the work from Q4 2024 and update the page as new features are released.
