Describe the bug
windows-2019 runner is incredibly slow. A workflow that normally takes ~20 minutes to run, has now been running for more than an hour and is not even near complete.

To Reproduce
Steps to reproduce the behavior:
Run a workflow with windows-2019 image.

Expected behavior
A clear and concise description of what you expected to happen.

Runner Version and Platform

windows-2019 20250113.1.0

What's not working?

By the way: I am using 2019 in favor of 2022 (which I´m normally using), because the 2022 runner image has become broken with version 20250113.1.0
