The file should have the general content like Welcoming contributors to the project, table of Contents, Short Links to Important Resources( like docs, bugs: issue tracker / bug report tool), where can one ask for help, first bugs for Contributors, general contributing guidelines followed etc.

can you provide me with the information like what bug reporting tool you are using and where should one ask for help?

We are not having any bug reporting tool for now....You can just mention issue tracker for beginners. For help one can drop the message under the issue or mail me.
