Guide users towards RuleMiner.jl

The data mining package RuleMiner.jl is actively maintained and supersedes this package's functionality. I've never retired one of my packages (even when I should), so I don't know what's best for ARules.jl. I'll at least submit a pull request with a version cap and links to RuleMiner.jl.
