Send tags and measures on step level

Feature request description

When enriching our CI Visibility with tags and measure, we often need to add them on a step, in addition to pipeline and job.

Solution

Allow tag and measure command to take step as a valid value for --level

It would be great to get this done. I want to get insights about steps; for example, I want to measure the average duration or failure rate of specific steps triggered by specific events, and this could be achieved only with custom tags.

thanks for the feature request! it's in our roadmap but it hasn't been prioritized yet. I'll let you know whenever we get to it
