To enable 2FA, Google requires setting up either the Phone or the Hardware Token first. So, TOTP 2FA cannot be enabled without enabling any of the other methods. Here is the discussion: https://support.google.com/accounts/thread/5185475?hl=en
And the screenshot of the problem:

Hi,
I have one more issue with Google but don't sure this should be separate post.
2fa.directory says Google "requires proprietary app/software".
But Google says "You can set up Google Authenticator or another app that creates one-time verification codes".
You can use any third-party applications. Perhaps this contradiction should be corrected.
Thanks
@Vilmodao both TOTP and propriety software 2FA are listed. The ✅ means any TOTP program works while the i-symbol indicates custom solutions. The tooltips also describe this.
Please also note that it's standard etiquette to create new issues rather than posting in old and unrelated issues as that causes unnecessary spam to other users.
